@afshin-azadikhah , if you are not earning anything from US sources then there is no need to file a return. Tax treaty with most countries also restrict taxation of incomes of J-1 visiting scholars either from US sources or from their home country for a period of two years and other conditions. So need to know which country are you from and when did you enter the USA with J visa? Also if you had visited USA for any reason in prior years i.e. we total number of days spent in the USA during 2017, 2018 and 2019 -- yes ?

Or are you saying that you have expired the 2 years of J-1, are on extension, have met the substantial presence test and that you had no world income during 2019 ( or just No US sourced income in 2019 ) ?
I assume you have been in the US for more than 2 years or part years.
If you are a resident, you should file a resident return and can use TurboTax if you have taxable income.
