A Section 1202 Gain is the Small Business Stock Gains Exclusion.  Under Section 1202, capital gains from certain small business stocks are excluded from federal tax.  If you are entering a Form 1099-B, and there is a 0.00 in line 2c, you have no Section 1202 gain, and there is no exclusion percentage, because there is no Section 1202 gain.  You should not have entered anything for Section 1202 Gain.  I'm not sure how you got to the 1202 Exclusion percentage.  If you can add more context to your question, I can try and help further, otherwise I recommend entering zero for the exclusion percentage.
