The state is a form of government. 

City employees also.

The only stupid question is the one you don't ask. But you wanna hear something that's rather "strange"? Did you know that refuse collectors (your local trash man) are also government employees? Weird huh? Of course, that's assuming the local government does not contract out the job of weekly trash collection to a third party. Many local governments do that now.

Yes a state is a government therefore being employed by a state government is a government job.  Also remember no question is considered to be stupid to us who do taxes.
