Hey.....I claimed my sister as a dependent on taxes this year. She does not have an income but does have a tied up annuity which cannot be touched. Can I still claim her?

Other then that she meets all requirements of a dependent.

Yes, if she has not received money from her annuity during 2019 then it will not be counted as income. She will pass the income test for claiming a qualifying relative.
