I do not have an ID or social security card because they were stolen. However I do have a copy of an expired ID and have copies of  both last year (2022 and this years refund 2023) anyways I got a letter from the IRS to verify my identity. What do I need to do?

I would contact Social Security to report it was stolen and get a replacement. Same with your ID, contact your State Dept of Motor Vehicles.
