Health Insurance disclosure is optional by Executive Order?

According to http://reason.com/blog/2017/02/14/irs-blow-to-obamacare-individual-mandate, we should not be required to disclose whether we had Health Insurance for 2016. Is there a way to not have to disclose this in TurboTax?

Health Insurance disclosure is optional by Executive Order?

While it may not be required due to the newest Federal mandate, I would still recommend reporting it. The IRS says taxpayers are still legally required to have health insurance or pay the penalty. It also maintains that it still has discretion to follow up on a filer not indicating his health-insurance coverage status.
