Your state return(s) may show a status of incomplete if you already filed your federal return by itself (or with another state). If this is the case you can work on your state return now, but you will have to come back after your federal return is accepted to e-file it. E-filing a state by itself is only allowed once a federal return is accepted/rejected.
TurboTax will send you an email when the federal tax return has either been accepted or rejected by the IRS. Your state return may not have all the forms and schedules included in the return available for filing. See this TurboTax support FAQ for state forms availability.
