Have an NEC. State income in box 7 is blank. TurboTax needs me to have an amount in that box, and wont let me proceed with out it.

Have an NEC. State income in box 7 is blank. TurboTax needs me to have an amount in that box, and wont let me proceed with out it.

If box 5 on the 1099-NEC does not have state taxes withheld then leave boxes 5, 6 and 7 blank (empty)
