What does tax ref TCS Treasure 449 mean?

A refund was deposited in my account that said tax ref TCS Treasure 449. It was for over $1500 more than my state refund was supposed to be and almost $2400 less than my federal was supposed to be. What does this mean? Called the IRS line and it said there are no judgements against my SS# and everyone said state will come first. I used Turbo Tax as I always do just simple return with daughter as only dependent. What does this mean???

The Financial Management Service (FMS), who issues IRS refunds, will send you a notice informing you of the reduction.
