GSA.gov says there is a lodging per diem rate. Why does TT say there isn't?

I can't tell if my meal per diem for my 3 week business trip goes into the 50% or 100% box.  Also TT is saying "there is no equivalent standard per diem rate for lodging, you just report actual costs."  But my accountant says there is and gave me the rates per region/city.  And I just found another gov't pub that supports my accountant.  Please advise.

GSA.gov is the website that says there are lodging per diem rates and that they vary by region and city vs. country

GSA lodging rates generally only apply to federal employees and military personnel, the IRS requires private businesses to provide and deduct the actual expenses incurred for lodging.  Meals for travel away from your tax home must be in the 50%.
