Gift tax-from green card holder to US citizen

If a green card holder is going to give gift (cash) to his relative who is a US citizen, in terms of tax laws, is there any difference between giving the money from his US bank account to the receiver (also US bank) and giving the money from his oversea account to US bank?

Gift tax-from green card holder to US citizen

Unless the gift is over $17,000 you don't report it.

 

If it is, you would file a Form 709: United States Gift (and Generation-Skipping Transfer) Tax Return.  You are not required to give info about the source/destination financial institutions involved. 

 

You would need to download it from the IRS website, and mail in the paper form.
