Form IT-558 for 2021

I received a letter from NYS saying I need to submit form IT-558. My return was an IT-203 because I moved during the year. I do not see this form on TurboTax Premier. I can download it from the NYS Tax website, but have no idea what to fill out. Can anyone help? Thank you.

TurboTax prepare the IT-558 even if you file a Part-Year return.  Go back to your return to see if it is included, and you can print and mail it to New York.  If you do not see it, I suggest going back through the New York state tax section of TurboTax and answer all of the questions to see if an IT-558 is created.

For tax years beginning before January 1, 2022, the 2020-2021 New York State budget decoupled personal income tax from any amendments made to the Internal Revenue Code (IRC) after March 1, 2020. This includes changes made by the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act and any other federal changes to the IRC. Therefore, any amendments made to the IRC after March 1, 2020, will not apply to New York State or New York City personal income tax.
