Form 8582 Part V column b is calculating wrong. Bug??

Form 8582 Part V column b (net loss) is combining the current year loss with the carryover loss.  The carryover loss is also reported in column c.  The resulting carryforward loss in column e is incorrect.  Where does the column b number come from?  I can't trace it to any other form or worksheet.
