Form 5695 Says Do not file & Not Ready, and Not Done

We had solar installed in 2020. IRS gave us a 26% portion of credit last year, and created a Credit Carryover for 2021.  I am trying to figure out the carryover. The formulas all add up. I'm stuck on this one.  Cannot get rid of the nag screen.

When I perform SmartCheck, it says in a box "Ready Soon".  When I load up the form, the left (form list) says "Not Done", and the right top corner says "Do Not File" under 2021 title.

Form 5695, Residential Energy Credits for tax year 2021 is estimated to be finalized and available in TurboTax on 01/27/2022

Thank you for calming my mind. I forgot that laws and rules change, and Forms need to be updated.
