Form 4952 line 4g bug and "make a capital gain election." screen option

I found a bug at least in the online version of Turbotax online:

To designate a portion of qualified dividend income as ordinary income on form 4952 (line 4g), there is supposed to be the following screen on Turbotax:

"Please go to the "deductions & credits" tab, then select "investment interest expenses" under the "retirement and investments" section.  You enter your investment interest here.  If it is limited because you don't have enough investment income in your return that is already taxed at ordinary income rates, and you have either qualified dividends or long-term capital gains, you'll then see a screen in this section (3 or 4 screens after entering your investment interest expense) that is titled "make a capital gain election."  This is where you indicate how much of your qualified dividends or long-term capital gain income you'd like to elect to be taxed as investment income at ordinary income tax rates."

However this "make a capital gain election" screen only becomes available if the total investment expense on line 3 is larger than line 4a. (I tested it) This is an INCORRECT behavior.

When we subtract line 4b from line 4a. line 4c might become smaller than line 3 and it becomes important to be allowed to enter line 4g.

The "make a capital gain election." screen should always be available, or at least when line 3 - line 4c - line 4f is larger than 0.

How do I get Intuit to fix this so that I can file my taxes?

### Summary of proposed patch

# Before (incorrect)

It seems that "make a capital gain election" screen is available when line 3 - line 4a > 0

# After (patch needed)

"make a capital gain election" screen should be available when line 3 - line 4c - line 4f > 0

Form 4952 line 4g bug and "make a capital gain election." screen option

The same issue happens on Turbotax, desktop version (PC).

You can of course switch to the form view and edit manually Form 4952, but the bug should really be fixed on both the desktop version and the online version.
