Your answer is that the state of Virginia does not explicitly specify that you must attach a copy of your federal tax return, or federal schedules A, B, D or Form 8949 to your paper-filed Virginia 760 tax return.  Here are links to (2) relevant TurboTax AnswerXchange posts that discuss what schedules and forms to include with a Virginia tax return:

Those answers match up with the assembly and filing instructions provided in the current year (2016) Virginia 760 preparation instructions.

That said, it's always possible that the Virginia Department of Taxation may later ask for such supporting documents, which could delay the processing of your tax return, and therefore the release of any refund.

Thus, if you are expecting a Virginia state tax refund, you might want to go ahead and include copies of Pages 1 and 2 of your federal tax return, and federal Schedules A, B and D with your Virginia tax return (you can leave off the several pages of Form 8949, because the same numbers appear in summary format on Schedule D).  That way the Virginia Department of Taxation will already have them and won't need to ever ask for them in the future.  After all, it's just (4) or so extra sheets of paper.  At worst, Virginia will simply ignore these few extra pages and set them aside.

However, if you don't expect to receive a Virginia tax refund, then you can safely leave these items off of your Virginia tax return, and wait to see if you are ever asked by the revenue authorities to produce them (which would be unlikely).

This would be our advice; although you are certainly free to follow the Virginia 760 preparation instructions literally, which would indicate not to include any of these federal schedules and forms under either scenario (tax refund or a tax liability).
