This is a tough one to answer because I have to assume....you are a sole proprietor and will report your income and expenses on your 1040, Schedule C. You will go to Wages and Income and then find self employment income. (if you have a partnership or S/C corp, then you would need to use our Business tax software to create a K1 and that K1 would be added to your 1040 in Wages and Income, find Partnerships, Corps and Trusts).

If you were supposed to claim the dependent, then I would add that child to your return and then you will want to Paperfile the return.
You will not be able to Efile the return. Sign, date and mail it to the IRS and your state via certified mail.
You also might want to call the IRS to ask more about this. Have your dependent with you incase they need to verify the dependent.

I would need some more information on your issues regarding the new business and dependents. Yes you can file with Turbotax. For issues of identity theft, you will need to contact the IRS by phone or on their website at https://www.irs.gov/newsroom/taxpayer-guide-to-identity-theft.
Your tax return could be rejected by the IRS if someone else has already filed. Please contact the IRS for further guidance and direction.

You can be a sole proprietorship LLC and a scorp/partnership LLC. If you are just you, yourself and never organized as an S/C Corp or Partnership, then you would use the 1040 and put your income on Schedule C, self employment income and expenses.

If someone already used your dependent's SSN on a tax return then you will not be able to e-file this year. You will have to file by mail. Print, sign and date your return in ink, and mail it. The IRS will sort out the duplicate use of the dependent's SSN.
If you have a business---are you a sole proprietor?-- then you will need to use online Self-Employed or any version of the CD/download so that you can enter your business expenses on a Schedule C. You will be paying self-employment tax for Social Security and Medicare, as well as ordinary income tax. If you also have income from a W-2 job, that is fine, and you can also enter that income --- it all goes on the same Form 1040.
