Federal Tax Return Rejected

I keep getting

Return/ReturnData/IRS1116/ForeignTaxCreditSource/USTaxWithheldOnDividendAmt

- Data in the return is missing or invalid. Please double check your entries

Turbotax Review says there are no errors.

The form 1116 looks good.

I cannot figure this out?
