2019 will be the 1st year of my receiving a housing allowance. I read that though the HA is not taxable I must pay Social Security. I am trying to learn what is to be paid on HA. Also, does that then make me an employee vs a contractor which is why I used 1099's before (being that there is no pay, but occasional love offerings of irregular amounts). The Church is a 501 (c) 3, and I do have a board of Directors and I am the President. I am retired (58) and my benefits from that job provide my health care and I pay all needed taxes on that income. I have been told I don't need to file a W2, but of course other info says that I should. I am trying to get ready now for 2019. I have been a loyal user of Turbo Tax for about 15 years. Thank you for your time

You will only file a W-2 if the church normally pays you your church income on a W-2 If they include your housing allowance on a Form 1099 like you have received in the past, then you handle it as you have done in the past. The tax rules are the same no matter if you receive a 1099 or a W-2. But how you enter the information into TurboTax will depend on whether you receive a W-2 or 1099 for your church income. TurboTax can handle either situation and report your clergy income including your housing allowance and self-employment taxes on your personal tax return next year.
Generally, a W-2 is reported for employees and 1099s are given to independent contractors. If you have been receiving a Form 1099, then you should already have a Schedule C as part of your tax return. I will leave a couple of links below to explain how and where you enter the income and related expense for both scenarios And kudos to you for doing your tax planning now, and thanks for being a long time TurboTax customer!
The first two links below have related information links at the bottom of the article that you may find helpful.
