Error in Filing Instruction Summary Sheet

I am using Turbo Tax Deluxe to file an Amended 2024 Federal return and file electronically with electronic payment of amount due. The Filing Instruction sheet under "Balance Due" state payment is an electronic debit payment. The "What Do You Need To Mail" section states that I need mail 1040-V form with a check payment.

Can you help identify why I receive this conflicting direction?

Unfortunately, no.  If your Filing Instructions confirm that you selected Direct Debit for payment of tax due, you can disregard the instructions to mail a payment voucher.
