I am a resident alien for tax purposes married to a non resident alien. I want to elect her to be treated as a resident for tax purposes. We're filing jointly.

I did print it. However, there are no instructions!!! Where to mail? which pages to sign? Turbotax mentioned earlier than instructions will be provided in the downloaded packed but it was not!
How to fix this?
Also, is it sure that I can't efile?? or it got updated this year?? I remember seeing when reviewing the return's pdf a sample statement that we can just sign below it. A statement where I elect her to be treated as a resident for tax purposes. But I did not see this statement in the printed package. It is weird. I was wondering if this means that I can efile and the efiled vresion will have the statement.
Finally, in case I want to switch back to efiling, I need to sort out how to do it. I followed the instructions on this link: https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-return/change-mail-e-file-turbotax-o... but I could not find the file button. Only the amend one... why??
