e-file won't include waiver explanation letter for my underpayment penalty?

I have waiver explanation letter in turbo tax but e-file doesn't seem to include it.  it only includes form 2210 page 1.   am i missing anything?  or do i have to paper file my return?

if TurboTax won't take your letter you have to paper file with the letter clearly marked as Attachment to Form 2210, with your name, tax year and SSN.

TurboTax is limited in the attachment situations it will handle.
