here an interesting data point.... just filed daughters taxes and she has foreign tax credits, downloaded same through fidelity, and her efile was accepted.
Difference was she didnt have an 1116 AMT form! In checking MY 1116AMT form i notice it doesnt have a country listed. Could that be the issue?
I have one form from Fidelity. Certain information regarding foreign trades is not provided to IRS by fidelity as per the Consolidated 1099. And may be IRS has no way to verify for instance what is the Qualified dividend and long term capital gains from Foreign source. That number one has to look through the statement and figure out.
I also have Capital gains and taxes withheld from a country where I do not get a 1099. So I am entering the information myself based on Broker statements. In the past this has not been an issue. But this year the TDS was high. And may be some validation has been tightened. Worst case is having to mail in the return.

Thank you! I think you figured it out. My 1116 AMT form also does not have a country. This could mess up section II when it finds a date for no country. Unfortunately, TT will not allow me to change this. (it links back to the other 1116, but will not fill in the text).
I do know it is absolutely the 1116 AMT. I "accidently" made a typo re-filling out my return and dropped my salary below the AMT threshold. The refund number stayed the same (thanks to a child credit and nearly 50% foreign taxes), but no 1116 AMT. The return was accepted. ... of course, upon realizing the typo, I tried to submit an amendment to my return, but it got rejected. I'll have to wait until after the bug is fixed (or just mail it in, now that there is no rush). I should have tried that weeks ago.
My e-file was finally accepted this morning. I noticed earlier posts in this thread that the Form 1116 AMT might be causing the problem. We haven't had to pay AMT since I retired. Several years ago our return was flagged by the IRS and they asked for a Form 6251 to be submitted. Since I didn't owe AMT, nothing further happened. But ever since then, I have always checked the box to submit the 6251 even though not required to avoid IRS questions.
This year's return has been repeatedly rejected. The only thing I did this time was to uncheck the box to submit the 6251, which also deleted the 1116 AMT form, and it was accepted. I'll have to see if the IRS later requests the 6251.
Update:
I filed my taxes last night without any modifications after being rejected 4 times a few days ago. Looks like whatever was the problem with Form 1116 is now fixed either on TT or IRS side. I used TurboTax online tool.
Tried again. Still rejected.
The Country column still shows as empty in 1116 AMT, despite the fact that in 1116, it has the correct country info. Hoping Turbotax can address this soon so we can e-file.
Still being rejected also. I've been following the developments and looking at the workarounds all you people are trying. In regards to the 1116 AMT not having any info populating the 'country' section, i've doubled checked my previous years returns and they are blank also. i've double checked everything multiple times over the last week and my forms are exactly the same (just slightly different amounts of course) as the 5 previous years i've e-filed.
I understand problems and bugs, but what's aggravating most is the lack of transparency and direction from TubroTax on this issue. There's not a peep from anyone, some support staff acknowledge a problem while other staff are unaware. Is this a high priority for the development team? Is a fix imminent or do we just have to relegate to paper filing? Some communication from TurboTax about this obvious issue that's affecting a great deal of people would be nice.
I don't know if this helps anyone but I just checked, in my 1116 and 1116 AMT for both "General Category Income (Wages)" and "Passive Category Income (Bank Interest)" has the country name populated in column A for Copy 1 and Copy 2 of the forms respectively.
After trying many times in the last few days I almost gave up and ready to go for the paper file. One last try last night worked and both Federal and CA forms show as accepted.
I used TurboTax Premier online tool.
Also having my forms rejected, for the "Foreign Taxes Paid or AccrueDt" error code. I have triple-checked my Form 1116 and it is all correct. The 1116 AMT form, however, is blank other than a few numbers, and there is no way to override it to fill in the blanks.
I should add that I CANNOT paper file. My state requires that I e-file because I meet certain restrictions. So Intuit better fix this.

This is getting bonkers... It's March. The only reason any expats use turbo tax is to avoid paper returns and paper checks. What's the point of this hassle? ...So fed up with them.
@chappavarapu , so you have the country info there in 1116 AMT as well? how is that possible as i am using the online version and the country is blank in 1116AMT still.
Had the same rejection (as many). After many failed tries, I got it accepted after I filled in the date field in Part II (l) under country A. That seemed to have done the trick at least in my case....
