Same problem here. Turbo Tax has always been a bit weak on foreign earned income- but this is ridiculous. Time to switch to a competitor.
Same issue return keeps getting rejected.

I noticed that the form expects the date as mm/dd/yy, but TurboTax enters it as mm/dd/yyyy (e.g. 12/31/2020). There seems to be no way to overwrite the format used by TurboTax to give it a try.
I just reviewed how I entered my dates in my return, using the forms view with the "1116 Comp Wks" form, Part 2, (which is where I entered the dates). The column heading there says the format is mm/dd/yy, but the dates that I entered were 12/31/2020. That's the way they showed on that form after I entered them.
And on the actual "Form 1116 (COPY 1)" form, which I did not attempt to edit directly, the dates displayed as 12/31/2020 in Part 2, Column l (that's an ell, not an eye), and the amounts showed up in Column q. There was no date format specified on this form for Column l.
And, again, since I had two different international investment accounts of the RIC variety that each paid foreign taxes, I had to enter both of them as if they were separate "Countries". After doing these steps my eFile was accepted by the IRS and the state of CA.

Did you make any other changes other than what occurs automatically?
Tried your suggestions of two RIC countries instead of combining and manually typing in 12/31/2020. Didnt work for me... same error.

@Djszabo How did you get it to take the date in the format mm/dd/yy? When I go into Forms view and try to change the date it keeps forcing me to use mm/dd/yyyy. I am using TurboTax Premier download version.
I just typed in 12/31/20. The system changed it automatically to 2020. And I did it directly on the form 1116, not the wks.
I have two copies of From 1116. The first is for some ETF dividends from two different brokerage accounts (spouse and mine). They are combined in Column A. This is the larger of the two. The second is a small amount from an MLP. The MLP had the tax accrued with a date of 12/31/2020. The first had the tax paid with a date of various. Kept getting rejected within five minutes. I changed the various date to 12/31/2020. So far, 30 minutes in, I haven't been rejected. I hope that is the end of this problem for me, and that this works for others.
Changing various to a date solved my problem as well.
Just following up with what worked* for me. I entered paid date of 12/31/2020 on the 1116 worksheet. No override needed, and I thought you couldn't have any overrides if you were efiling. This was after applying the 2/27/2020 program update. In years past, I used Various and that is what appears on the printed out form for filing.
What makes this a bit hard to follow is that Turbotax doesn't show you the actual Form 1116 when in Forms View. You have to "print" the form to a PDF to see exactly what the form would look like. Further, I read somewhere that while Various is appropriate to use if paid on different dates and that can be used for paper filing, Turbotax is supposed to convert it to the last date of the tax year if efiling. And that may be the piece that isn't working.
* I should note that my return has yet to be accepted, but it was no longer being rejected for the reason cited in this thread. It still has a similarly mysterious issue with a non-existent inherited IRA which is subject of another thread.
I have the same error. But in my case, I am trying to claim tax withheld on Foreign Capital Gains. And also there is an entry from a 1099B from Fidelity from Dividend.
Return accepted after 40 minutes!
Nothing works for me, tried manually entering etc etc. Have contacted support and believe they are working on the issue.
