Downloaded program on un owned Pc

If I down load the delux program on my Pc and purchase a state and use it to file my tax return. Can my daughter use the downloaded program with my key on HER pc and prepare her and her daughters taxes . The also need to purchase another two states. Only a total of three returns will be used

No, that violates the software license. The license allows the purchaser to install the software on up to 5 computers owned by the purchase of the software.

You or your daughter can complete and file her tax returns on your computer and if needed download and purchase another state program separate from the free state download.
