Yes you can import. You need either the Online Premier or Self Employed version. Or any of the Desktop CD/Download programs. All the Desktop programs have the same forms. You just get more help and guidance in the higher versions.

are you sure you're using TurboTax.?
read the forum posts to see all the issues this year with importing from exactly those brokers and others.
Hey maybe TurboTax turned them off due to all the problems.

you need an upgraded version to do financial import with TurboTax Online.

No, I am using TaxAct currently. But I want to use TurboTax so
1. Can I import from TaxAct to TurboTax ( I have a PDF, but do not know what TurboTax requirements

Note: TaxAct does not have #2 capability, so if TurboTax the sane , why bother?
1. Yes, you can transfer last years data various ways. Please note, if you use a PDF, it will only import your personal data and last year's AGI to help get you started.
2. You can import your 1099 B directly from their online site if your brokerage or investment company allows third party access.

#1 Don't know what you can Transfer from TaxAct. (ps...it's called to Transfer from the prior year).
#2 If you use the Turbo Tax Online web/browser versions you need Premier version to import investments and 1099B info. Don't know which companies you can Import from. See the partner list

If you buy the Desktop CD/Download program that you install on a full Windows or Mac computer you can buy any version. All the Desktop programs have the same forms. But you get more help in Premier for investments. Plus the Desktop program has more features and advantages over the Online version. See the Desktop programs here or look in Stores
