Not sure what you mean by that. Did the state put your return under review? Are they requiring you to provide more information before they issue your refund? The state has the right to take measures to prevent fraud so they can delay your refund if they see something that raises questions.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.
