The ACA has not been changed or repealed.  There has been no legislation which changes the ACA retroactively for tax year 2016.  Any penalties for failure to have health care coverage in 2016 will be entered on your personal tax return.

Not quite. While it is true that law has not changed, in response to an Executive Order, the IRS has indicated that it will process and not reject returns that do not indicate whether or not the taxpayer had the required insurance. The IRS statement (link below) says they might ask questions about it later if they have questions about your return. What exactly that means, I don't know.
