Do i need to fill out a form 8965 for 2019? I was told that since Trump abolished the affordable care act tax penalty that it wasnt necessary anymore.

The individual mandate penalty for not having health care coverage under the ACA was removed by an act of Congress and signed by the President for tax year 2019 and future tax years.  Since there is no penalty there is no need for an exemption from the penalty using Form 8965

The 8965 form is no longer used ...  they discontinued it.
