I am concerned because in Form 3514, Part VII, 24 "Available young child Tax Credit" is pre-populated with $1,000, however, I do not have a young child, and I have made sure, at least 5 times, that I answered previous questions to comport with this information.
Further, answering the prompted questions regarding (1) whether or not the IRS disallowed my EIC and (2) whether or not the FTB previously disallowed my Cal EITC, as No, does not change the Part VII, Q. 24,$1,000.
Due to the fact that I cannot alter the Form to remove this entry, what is the best course of action?

If you have no qualifying child then the 3514 instructions say to skip the section that has the pre-printed $1,000.
That is not a calculated value. It is pre-printed and part of the form.

When I noticed the pre-populated answer, I only had more questions, however, this web page includes instructions to the Form 3514, they are very long but thorough and after reading it all, I have found my answer.
I am a childless single person as well.
What's the answer you found? I read the page in the link, but I still don't understand how the $1000 value is applicable to my case. The article doesn't mention Line 24 at all.
Did you submit your FTB 2514 with the pre-populated $1000?
CA form 3514 is for the California Earned Income Tax Credit and the Available Young Child Tax Credit.
The Earned Income Tax may apply to you even if you have no children (it depends on your income).
As noted above, the $1,000 on line 24 is preprinted. What matters is what is on line 28. If it is zero or blank, then you are not receiving the Available Young Child Tax credit. You can file with no worries.
