Does anyone know how to fix the issue with form 8582? I cannot e-file because TurboTax says there was a recent change on form 8582 and it "should be available soon".

you can't until Turbotax clears the issue. paper filing may be possible but I don't recommend it because I don't know what the issue is with your version.
