Does a rejected tax return count as filed or never filed?

my 2018 was rejected. When filing 2019 they asked me for last year AGI and I enter $0 since my return was rejected.

A rejected return does not count as a filed return. Until it has been accepted by the IRS, the information is not put into their system and you have essentially not filed the return.

Entering '0' for your 2018 Adjusted Gross Income because your 2018 return was rejected should be correct.
