In my research, it does not appear that the 2023 Toyota Rav 4 Hybrid that I bought new in 2023 qualifies for a Clean Vehicle tax credit even though when I bought it, I was told it would. Can anyone shine some light on this?

Is this a plug-in model? Did you receive any documentation from the dealer that your vehicle qualified for the Clean Vehicle Credit?
It is not a plug in hybrid and I'm not sure if I received any documentation that it did qualify. I will go through the paperwork to see if there is anything that refences this. The salesman just told my wife and I that if we traded in a gas vehicle for a hybrid it qualified for a tax credit.
Starting to wonder if that was BS from him trying to make a sale.

your vehicle qualifies for a federal gov't grant of up to $5000, but you have to apply for the rebate and before you purchase the vehicle ( i think). check the transport canada site for a list of vehicles. Search federal rebates for hybrid vehicles. good luck.
