Do you put Toll Relief funds that were put on your toll account as income?

I believe you are referring to a program where a portion of your toll expenses are refunded in the way of a toll rebate. If so they would not be taxable as they are just a reduction of your previous tolls paid. In other words, your tolls are reduced but not eliminated to the point that you receive more than you paid in tolls.
