Do you enter a previous year's state refund applied to a current year return as an estimated tax payment?

I'm trying to see how a credit for a payment made to a nonresident state flows through for calculation of underpayment penalty.

Do you enter a previous year's state refund applied to a current year return as an estimated tax payment?

In the Deductions & Credits section, under Estimates and Other Taxes Paid, you will see 2021 Refund applied to state taxes.
