More than likely, Yes the IRS will reject the federal tax return if the dependent's date of birth is incorrect.
What happens if it has already been accepted ?
Then during the processing of the return, if it is flagged for an error the IRS will be sending you a notice in the mail requesting a correction on your return. Or they may just process the return with the error, it all depends on the IRS procedures.
