Do i still need to pay full penalty if my family came to US in 2nd July 2018 and don't have insurance in 2018?

If you came to this country to live for the first time in July of 2018, you will not be penalized for January- July. To enter your information so you are exempt from the penalty take the following steps in TurboTax:

• Click Federal
• Click Health Insurance
• Select I'll pick and choose which months
• Click Continue
• Select the Months you had insurance and click continue
• Select Resident of a foreign country or US territory
• Click Continue
• You will get a message saying your penalty has been waived for those months you were not a resident.

My family first came on Aug 2017 and went back in Oct 2017. They came 2nd time on July 2018. Would they be exempt from Jan to June 2018 insurance penalty ?
