Do I show on my 2016 tax return the federal refund I was owed in 2015 that was applied to my 2014 taxes owed ?

MY 2015 federal refund was applied yo my 2014 tax debt. Do I show that as income on my 2016 returns? IF so, where ?

No. You don't need to report that on your 2016 taxes. Federal refunds are not taxable income.
