Did you pay someone to perform work or services for you? If you paid someone else you were supposed to issue a 1099NEC to them. You do not issue a 1099NEC to yourself. If you were an independent contractor then you enter your self-employment income and prepare a Schedule C for your business expenses. If any clients issued 1099NEC's to you, you enter those. If no one issued a 1099NEC to you, then you enter the self-employment income that you received even if you did not get a tax document --- enter the cash, checks, etc. that you received as payments for your work.
If your self-employment income was only from cash, personal checks, credit card payments, or cryptocurrency
Type Schedule C in the Search box and then select the Jump to link. This will take you to where you can enter any cash, personal checks, credit card payments, or cryptocurrency (Form 1099-K) related to your self-employment. You may first be asked some general questions about your business. After you answer them, you’ll be taken to the Let's get income for (your line of work) screen where you can enter this income as Additional Income.
Your question is being posted from online Deluxe Live. You need to upgrade to Premium if you have self-employment income. Deluxe cannot be used to prepare a Schedule C.
You have self-employment income for which you will pay self-employment tax for Social Security and Medicare. You will need to use online Premium software or any version of the CD/download so that you can prepare a Schedule C for your business expenses.

Do you mean a form to give to someone who pays you to be an independent contractor? You do not have an employer. They are your client or customer for your self employment business.
You fill out a W9 to give someone your ssn (or EIN if you have one) so they can report what they paid you and they issue you a 1099Misc or 1099NEC. They are supposed to give you a 1099NEC if they pay you $600 or more for the year.

But even if they don't give you a 1099NEC you need to report all your income. Even if you did get a 1099 you can enter all your income as Cash. Only the total goes to schedule C.
You can enter Self Employment Income into Online Deluxe but if you have any expenses you will have to upgrade to the Premium version or use any of the Desktop CD/Download programs.
