Do I need to enter 2016 federal tax refund as income? If so, where do I enter it?

No, the Federal Income Tax Refund is not considered income and is not reported on your return.

However, it is possible for your State or Local Tax Refund to be considered taxable. Please see the following TurboTax FAQ for more information.
