What do you mean by, "file on a 1099 form"?
A 1040 is the tax return form you prepare here to send to the IRS. If you start entering data in this software you are preparing a Form 1040. Please look at it so you will know what you are sending to the IRS:

Click on Tax Tools on the left side of the screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
What kind of 1099 did you get? 1099NEC, 1099R, 1099Misc, 1099B etc. if you have zero income why do you need to file? You can add $1 of bank interest to let you Efile. Add a fake 1099INT. It won't affect your return.
