No.   They only issue a 1099B-----which you do not enter on a tax return.

 

ALL Kids is Alabama's Children's Health Insurance Program (CHIP) and is administered by the Alabama Department of Public Health.

 

You would only get a 1095A if you had health insurance through healthcare.gov. (the marketplace)

Do I need a 1095-A form if my children receive Alabama ALLKids insurance?

No, you will only get a 1095-A if you have  coverage through marketplace.  Since your children have insurance through ALLKids you will not receive a 1095-A for them.
