Do I have to file if I made less than $200 last year? What happens next year if I don't file this year?

The FAQ below has a great chart that outlines the federal filing requirements for each filing status and age. The second FAQ gives some great information on whether or not you need to file a State return. It does not sound like you meet the minimum filing requirements. You don't need to prove to the government that you have no taxable income (they already know), you won't be able to e-file, and if you paper-file you'll just create unnecessary work for them and for you. There is no impact to your 2018 return from not filing this year.
