Your homestead exemption isn't filed using TurboTax. You'll need to figure out how to submit it for the state that you are in - each state has a different form that you have to file.
Your 1099-R is a different matter, however. If you received one then TurboTax will be a very useful tool for you to use to do your own taxes. However, if you don't have to file a state or federal return, as you said, then all you need to do is check in your state to find out how to file a homestead exemption there.
