Billing issue: I was charged twice for this return, $19.99 for plus and $59.99 for Deluxe. I need a refund for Plus of $19.99.

I think you were charged right.  Did you also do a state return?  State is a separate 39.99 charge.  Or if you wanted the fees deducted from your refund there is an EXTRA 39.99 Refund Processing Service charge.

Deluxe is 39.99 but you already paid 19.99 for Plus so you are only paying the difference of $20.

So it is 19.99 for Plus
Then +20 and + 39.99 for state (or the Refund Processing) = 59.99

So you are paying a total of 79.98 which is the total of Deluxe + state or the Refund Processing.  You can pay with a credit card to avoid the extra 39.99 Refund Processing Service charge

I paid both with my credit card so I should receive the $19.99 credit the way I see it.

Ok that’s right.  You paid 39.99 for New York.

Then you only got charged $20 for Deluxe because you had already paid 19.99.  The full price for Deluxe is 39.99.  So $39.99-19.99 (you paid) = $20.  

So Deluxe is 39.99 and NY is 39.99 which is $79.98.
How much did you pay?  You paid 19.99+20+39.99 = 79.98
