No.  Stimulus payment can't be deposited to a pay pal account. To do a direct deposit, it needs bank routing number and account number. The IRS will issue the stimulus payment based on the mode of payment on the income tax return filed.  The federal and state refunds can only be deposited to a bank account in the US or any authorized bank product such as Turbo Tax visa debit card. The fastest way to receive a refund is to direct deposit to your bank account.
