Deluxe version for desktop advertises 5 federal e-files & 1 state via download, but it stipulates one account per license code. Can 2 people file using one account?

2nd person looking to file does not have a turbotax account yet. I have an account but both of us need to file for ourselves.

Yes they need their own account.  They can create one when they file.  Will they use your computer?  The License is you can install the program on 5 computers you own.  You only need to log into your account to install the program. Then to file each person will use their account.

No, only your account can be used to install the software on a computer that you own.

If you want to start a tax return for someone else using the software on your computer all you need to do is click on the File menu in the upper left of the desktop program screen and click on New Tax Return

I agree with DoninGA. I have one account and I did my taxes and my son's taxes. Then I e-filed my taxes followed by e-filing my son's taxes. No problem. Just go to File and click New Tax Return to start a new return.
