Hi all, I had a quick question regarding Form D-40b in DC.
I lived in Virginia for all of tax year 2024 (moved there in 2023), but my employer withheld taxes for DC for half of the year, at which point the mistake was corrected, and Virginia taxes began to be withheld. As such, I had 2 state W-2s, one for Virginia and the other for DC, both of which show the state taxes withheld for each state.
While completing my state returns, I selected that I was a non-resident for DC. As such, I was prompted to file form D-40b, Non-Resident Request for Refund. However, I read somewhere that I had to file the D-40b along with a signed tax return, and this caused a bit of confusion for me.
My questions are:
Can I mail form D-40b to DC by itself, without a tax return (since I did not live in DC at all during 2024, and as such, should not qualify to file taxes)?
Would my submission of the D-40b form, along with a copy of my DC W-2 as directed in the instructions, be generally sufficient for my filing obligations with DC?
