My tax obligation for my pension in NJ is more than Federal as under NJ tax laws I have recouped my contributions to the plan. When I fill out CSA 1099-R form on Turbo Tax it asks my NJ Gross Distribution which I indicate is the Gross Distribution indicated on the CSA 1099-R (total distribution). However, Turbo Tax carries over to my NJ taxes the lower amount indicated on the CSA 1099-R as the taxable amount for Federal taxes. How do I get the correct distribution amount into my NJ taxes? I have never had this problem in previous years and the gross distribution (higher amount) was carried over on my NJ taxes.

The program moved the amount I listed for NJ to NJ from the state distribution box. For the federal, I listed the lower amount in box 2. When the program asked if box 2 was the correct amount for federal, I selected yes.
They are carrying to the state and federal with the correct taxable amounts.
On mine it carries to lower number over to my NJ Form 1040. Then it shows the difference as an excluded pension or rollover. Never had this problem in other years.
TurboTax does transfer federal amounts to New Jersey if you are using CD/Download. These are automatic entries with no adjustment unless you override the fields (which is not recommended).
You can adjust the amount in Forms mode.
There’s no need to add a description or additional info as you as adding an entry to a worksheet (which is not filed) and your NJ distribution will match what is reported on Form 1099-R.
