Conflicting information on address to send amended tax returns

I live in Wisconsin. I have had to amend several years of taxes. 2017-2019 Turbo Tax tells me to send Federal taxes to Fresno, CA and 2020 to Kansas City. MO

IRS website and the instruction book for form 1040X states Wisconsin residents should send amended returns to Kansas City, MO

Please, tell which is right.

Send your Form 1040-X to Kansas City as listed in the IRS instruction book.

You can also drop off you forms if you have a local IRS office close by.

Although it's not a good idea, IRS will eventually process you return no matter what processing center you send it to.

Send your forms by certified mail with return receipt so you have proof of delivery.
